Biographical notes:
Though he received a degree in civil engineering from Princeton University in 1922 and worked as a field engineer supervising construction for Near East Relief in the U.S.S.R. (Caucasus region) till 1925, Rankin spent most of his life with the U.S. Foreign Service, retiring in 1961.
