Biographical notes:
Charles Paul Keyser was the Superintendent of Parks for the City of Portland, Oregon. He also served as President of the American Institute of Park Executives.

C. Paul Keyser was born in 1878 in Nevada.
He worked with railroads before being transferred to Portland in 1906 by the Southern Pacific. He is credited as the architect of Portland's extensive parks system. During his time with the Portland Parks Bureau, city parks in Portland expanded from 136 acres to more than 5,000 acres. He died in Portland in June 1976.
