Biographical notes:
The Grants & Allocations Program began in 1927 as the Extension Department of the Juilliard School of Music and was jointly funded by the School and by the Juilliard Musical Foundation.
The program aimed to cultivate an eventually self-supporting musical life in smaller cities across the country. At first, Juilliard awarded scholarships to talented students for study in local colleges and conservatories. This practice seems to have been discontinued ca. 1932, to be replaced by a system whereby Juilliard supported music teachers at colleges for several years, the level of funding gradually diminishing to the point where the instructor's salary was paid entirely by the college. The Juilliard representative not only taught, but was supposed to encourage the general musical life of the locality.
