Biographical notes:
Prison chaplain; born William Leonard Simmer on October 2, 1929; served in the United States Air Force; graduated from Washington Bible College, Washington, DC (1963); founder and president of Good News Jail and Prison Ministries (1961); developed Bible study courses for prisoners and a graduate level course in prison chaplaincy; began the prisoner work release program; president of International College, Honolulu, Hawaii.
