Biographical notes:
Administrator. Early education in Stockton, California. Received a B.A. from the College of the Pacific and a J.D. degree from the University of California's Hastings College of Law (1936). Practiced law in Stockton until joining staff of District Attorney (1949). Subsequently elected District Attorney (1955). Appointed Commissioner of State Highway Patrol by Governor Edmund G. Brown (1959). Resigned upon election of Ronald Reagan (1967). Appointed Associate Director, Traffic Safety Programs of National Highway Safety Bureau by President Richard M. Nixon (1968-70). Subsequently made Regional Advisor of the National Highway Safety Administration, Region IX, based in San Francisco (1970-78). Retired to Stockton where he became active on Concerned Citizens' Committee of San Joaquin, a group lobbying for tougher law enforcement.
