Charles Kenny Duncan was born on December 7, 1911, in Nicholasville, Kentucky. He served as Fleet Commander of the Second Fleet from 1967 to 1968, then as Chief of Naval Personnel from 1968 to 1970. Duncan died on June 27, 1994, in Coronado, California.
