Biographical Note
James Reed was a graduate of the United States Naval Academy and of the Massachusetts Institute of Technology. As an officer of the Naval Construction Corps, he served at the Philadelphia, Puget Sound, and Mare Island Navy Yards, specializing in management and labor problems. For two years, while on special leave of absence, he acted as Assistant Director of Public Works for the city of Philadelphia. He resigned from the Navy in 1920 and managed various California corporations until his appointment as general manager of the Golden Gate Bridge and Highway District in 1933. James Reed was a consulting professor at Stanford University, in the Graduate School of Business.
