Biographical notes:

William H. Duncan was born in Wilmington, Delaware in 1930; graduated United States Military Academy (USMA), West Point as a second lieutenant of Infantry, 1952; served in the airborne infantry in the Korean War; resigned from the Regular Army in 1955 and entered the Pennsylvania National Guard; promoted to major and served as the operations and training officer of a regimental combat team; graduated Doctor of Medicine, Temple University School of Medicine, 1959; and joined the Delaware National Guard and commanded 116th Surgical Hospital (Mobile Army). He was promoted to colonel in May 1971, and served as Assistant Chief of Staff (CofS) and later as Chief of Staff for Plans and Operations in the 261st U.S. Army Strategic Communications Command; appointed as Deputy Commander of 261st Army Communications Command and federally recognized as a brigadier general in February 1974; commanded 261st Army Communications Command beginning 1976; federally recognized as a major general February 1977; served as a delegate to the Secretary of the Army's Armed Forces Reserve Policy Board, 1979-1985; served as Delaware National Guard Adjutant General (AG).
