Judge Fred L. Banks grew up in Jackson, Mississippi. After graduating from a Catholic high school, he earned degrees in Business Administration and Law from Howard University. In the late 1960s, he began his law career by serving for the NAACP Legal Defense and Education Fund. He was elected to the Mississippi House of Representatives twice and served as judge of Seventh Circuit Court District and as justice on the Mississippi Supreme Court.
