Paul Burgess Fay, born July 8, 1918 in San Francisco, California, earned his B.A. in Economics from Stanford University in 1941. From 1942 to 1946 he was an Ensign to Lieutenant in the United States Naval Reserves. He married Anita Marcus on October 5, 1946. His children are Katherine Finn, Paul Burgess III, and Sally Symington. From 1946 to 1961 he was Vice President of Fay Improvement Co. (construction) in San Francisco. From 1961 to 1965 Fay served as Under Secretary of the Navy. In 1966, he published The Pleasure of His Company about President John F. Kennedy.
