William H. Harris was probably an African American man who served as foreman or handyman around Augusta Plantation Sugar House in Bayou Goula, Iberville Parish, La.

William H. Harris graduated from the United States (U.S.) Military Academy in 1930. Prior to World War II (WWII), he served as battery officer and commander of the 1st, 4th, 11th, 52nd and 72nd Coast Artillery Regiments in the U.S. and Panama Canal Zone. During WWII he was assigned to G-4 positions in the Canal Zone, U.S. Army Forces, South Atlantic, and the War Department General Staff. After the war, he was assigned to the Armed Forces Staff College (1952-1954), and several adjutant general positions, including Supreme Headquarters, Allied Powers, Europe (1954-1958) and the Adjutant General's Office (1958-1961). He was chief of Military History (1961-1962) and retired in 1965.
