Biographical notes:

Attorney and state representative; resident of Cedar Rapids, Iowa. Kathleen Chapman graduated from the State University of Iowa (now the University of Iowa) in 1959 with a bachelor's degree in political science and English. She married Allen R. Chapman in 1961 and the couple had two sons. Chapman later returned to the university and in 1974 graduated with distinction from the Law School.

She was the first woman attorney in private practice in Cedar Rapids. A Democrat, Chapman was elected to the Iowa House of Representatives in 1983. Over five consecutive terms, from 1983 to 1992, she served as chair of the Rules and Administration Committee, as vice-chair of the Ways and Means Committee, as well as serving on the Judiciary and Ethics Committee, the Commerce Committee, and the Legislative Council. Chapman lost her reelection bid for the 49th District in 1992 but was reelected as a representative of the 53rd District in 1996.
