Biographical notes:
Office established by Continental Congress in 1781 to replace the Board of Admiralty. The superintendent of finance (Robert Morris) was appointed to exercise its functions until a permanent appointment could be made. Morris served as the agent through the end of the Revolution, though the offices remained separate.
