CREATION AND MISSION: After Utah became a state in 1896, the office of County Commission was created by legislative act to succeed to most of the functions previously performed by the County Court. The Commission governs the affairs of the county.
FUNCTIONS: The county commission is the executive and legislative body for the county. As such, it supervises county agencies and personnel and creates the necessary districts to administer county services. The Commission controls the finances of the county, assessing taxes, serving as a board of equalization, authorizing bids, and settling and allowing claims for goods and services. It administers elections; oversees the welfare of the county's inhabitants by coordinating public health, sanitation (including burials), safety (including jails and juvenile detention, recreation, and programs for the poor; licenses businesses; controls zoning andevelopment, including transportation systems; manages public property and buildings, and coordinates programs for livestock, crops, and natural resources in the county.
ORGANIZATION: The county commission directly appoints numerous county officials and acts as a Board of Equalization. Other officials and agencies under the county commission have included election judges; merchandise and commodity inspectors; health officials, including a county physician ((1896-1897); and a Health Department, from 1981; a Welfare Board (1037-1988) a Merit Council, from 1960; a Planning Board, from 1953; Road Supervisors (1896-1921) Fruit Tree Inspector (1896-1903); Horticultural Board (1903-1905); Horticultural Inspector (1905-1917) and a Crop Pest Inspector (1917-1923). The county has the option of creating other positions and districts.
ADMINISTRATION: The county commission consists of three members elected from the county. The commissioners elect one of their members to be chairperson. Two members constitute a quorum. The commission makes and enforces its own operating rules and regulations. The county clerk as clerk to the Commission is responsible for its records and minutes as well as other clerical and recording duties. Meetings must be held regularly at the county seat.
