Born in Fremont, NE. Attended Tulane University and University of Minnesota. Elected to the Colorado House of Representatives in 1963 and the Colorado Senate in 1965. Elected to the United States House of Representatives in 1973; served as a United States Senator from 1984-1991.

William Armstrong was a 2nd Lieutenant of Lewis' Pennsylvania Battalion of the Flying Camp (or mobile reserve), which was primarily composed of militia and state troops from Maryland, Pennsylvania and Delaware from July to December 1776 and adjutant to Lt. Col. Thomas Bull.
