b. 1873. Ed. Queen's University Belfast. Commissioner of Customs and Personal Secretary to the Inspector General, the Chinese Maritime Customs. Responsible for various publications building on and reflecting his experiences in the employ of the Chinese Maritime Customs (see below). d. Oslo, Norway, 1953.
