Biographical notes:

Charles F. Rice (1867-1928) was born in Atlanta, Georgia to Franklin P. and Mary (Mitchell) Rice. After graduating from the University of Georgia in 1887, Charles became a bookkeeper for the Fulton County Street Railroad Company. He later worked as Atlanta correspondent for the Macon Telegraph, and also became involved in local politics. Charles was appointed Chief Deputy City Clerk of the Atlanta City Council in 1893; served as Chief Clerk of the Court of Ordinary under Ordinary William H. Hulsey; and also served as Chief Deputy of Clerk of the State Senate. He was the director of the Young Men's Library Association until 1897 and was active in the Young Men's Democratic League, holding the position of Secretary in 1897. He retired from public life and worked in real estate, managing his family's estates.
