Biographical notes:

The Department of Public Welfare was formed in 1921 from the Board of State Charities (1867-1921), the Ohio Commission for the Blind (1908-1921), the State Board of Clemency (1888-1921), and the State Board of Administration (1911-1921). After several periods of reorganization, including the removal of all Corrections functions, the Department of Public Welfare became the Department of Human Services in 1984.
