The University Grants Committee was established in 1919 as an independent standing committee appointed by the Chancellor of the Exchequer, in order to advise on the application of grants to universities and to assist in the preparation and execution of university plans. In 1989 it was replaced by the Universities Funding Council which then became the Higher Education Funding Council in 1992.
