Mexican jurist, indigenist, and linguist.
Born in Tlaxiaco, Oaxaca, Belmar held various positions in teaching, government, and the courts, and was also head of the state library in Oaxaca. A founder of the Sociedad Indianista, he authored many studies of indigenous languages, such as Mazateca, Chontal, Huave, and Trique.
