Born in Indiana. B.A., 1916, Indiana University; 1917-1921, U.S. Army; LL. B., 1922, Northwestern University. Practiced law in Chicago and lectured at Northwestern, 1922-1926; moved to Washington, D.C. in 1926 and worked for the Bureau of Internal Revenue for three years; practiced privately again until 1934 when he became Chief Attorney in the Justice Department's Alien Property Division. Left the Justice Department in 1959 and became Director of the Commission on International Rules of Judicial Procedure.
