Biographical notes:
Theodore W. Parker was born in 1909 and graduated from the United States Military Academy (USMA) in 1931. He served with the 9th Army in World War II and was a division and corps artillery commander in the Korean War. Parker was promoted to general in 1963 and became Deputy Chief of Staff (CoS), Supreme Headquarters Allied Powers in Europe (SHAPE). He retired from military service in 1969.

Theodore William Parker (b. Jan. 31, 1909, Minneapolis, Minn.), U.S. Army officer, graduated from West Point in 1931. During the World War II, he served as assistant chief of staff for operations, Iceland Base Command; commander, 58th field artillery battalion; and as assistant chief of staff for operations, 4th Army and 9th Army. Following the War he was assigned to several posts with the Army General Staff, and in the early 1950s he was artillery commander, 45th Infantry Division, Far East Command, in Korea, and artillery officer, 8th Army. Beginning in 1956, he served as U.S. deputy liaison officer at NATO in Paris, France.
