Earl S. Strinden was born in Litchville, N.D. on November 28, 1931, graduated from Concordia College in Moorhead, Minnesota (1953) and from the University of North Dakota (1958) with an M.A. in political science. He taught high school in 1958 in Thief River Falls, Minnesota. In 1959, he moved to Grand Forks to open a retail hardware store, a branch of the family-owned business, T.I. Strinden Company of Litchville.
He sold his store in 1969 to join the staff of the University of North Dakota Association and Development Fund, but retained his interest in the Litchfield business. In 1974, Strinden was named Executive Vice-President of the University of North Dakota Alumni Association. In 1978 he organized the UND Foundation, serving as Chief Executive Officer for both organizations. Strinden has been active in Republican politics since 1958. He served as chairman for various precinct and district committees and as arrangements chairman for a state nominating convention. Strinden was elected to the Grand Forks City Council (1960-1968), and served as President (1968-1969). He served in the North Dakota House of Representataives (1967-1988). He was elected Assistant Majority Floor Leader (1969-1973), Majority Floor Leader (1975), and re-elected Republican House Leader (1975-1988). In 1988, Strinden ran unsuccessfully as the Republican candidate for U.S. Senate.
