Rear Admiral George Belknap graduated from the U.S. Naval Academy in 1854. He played an important part in the Civil War, including the attack on Fort Fischer. He served as commandant of the Norfolk Navy Yard, the Mare Island Navy Yard and commander-in-chief of the Asiatic Station, 1889-1892. He retired in 1894 but continued to serve on various naval boards.
