Biographical notes:

George J. Richards was a United States (U.S.) Army officer. He graduated from the United States Military Academy (USMA) in 1915 and was appointed to the Corps of Engineers. Through the 1930's he was involved with troop duty, school assignments, river improvement work, budget and legislative planning and various engineering assignments. In 1941 Richards took over the Budget and Legislative Planning Branch of the General Staff, and from 1943-1947 he became the first Chief of the Budget Division and Budget Officer of the War Department. In 1948 he became the first Army Comptroller. He was named to a special committee with General McNarney and Vice Admiral Carney. On completion of that duty in February 1949, General Richards became Inspector General of the European Command. He went to Paris as Chief, Military Assistance Advisory Group, France (MAAG, France) in 1950 and retired as a major general in 1953.
