Biographical notes:
The Loddon-Campaspe Council for Social Development was formed under the Australian Assistance Plan to plan the development of communities within its region. Its policy was to encourage local towns to set up representative groups in welfare areas to look at the community needs as a whole. It was to encourage local people to plan, co-ordinate and set up their own services.
