Position of county collector dates back to ca. 1704 when the New Jersey General Assembly passed a revenue act which included appointments of tax collectors and assessors in each county; first appointed in Monmouth County in 1709; after 1788 position elected by the Board of Chosen Freeholders; in 1924 title changed to county treasurer; in addition to collecting taxes, the collector was also responsible for authorizing various payments and preparing annual financial statements.
