Biographical notes:
Ralph E. Speer (1931-1994) received a B.S. (1954) in Civil Engineering from Iowa State and also completed some graduate work at the University of Michigan and Iowa State. Speer worked as a civil engineer for the cities of Iowa City, Iowa; Rockford, Illinois; Newport News, Virginia and was the Director of Public Works for West Des Moines, Iowa (1990-1994). Speer was a Korean veteran and was also active in numerous engineering organizations. He is buried in Arlington National Cemetery.
