The Board of Supervisors created the Office of County Counsel in 1948.

The first county counsel was Howard Campen, who served until 1955, later becoming county executive in 1957. The Office of County Counsel provides legal advice and representation for the County of Santa Clara, including the Board of Supervisors and County agencies and departments.
