Biographical notes:

The State Board of Health was created by the Wisconsin Legislature in 1876 (Chapter 366). With the reorganization of state agencies in 1967, the functions of the State Board of Health were incorporated into the new Department of Health and Social Services (WIHV85-A674) in the Division of Health (WIHV85-A364). The policy-making body also known as the State Board of Health became the Council on Health (WIHV85-A480).

The activities of the Board of Health fell into two major programs: preventive medicine and environmental sanitation. In preventive medicine, the Board carried out programs for disease detection and control; rehabilitation; education and consultation services; registration, licensing and aids to localities; vital statistics and civil defense. In environmental sanitation, activities included the improvement of sewage, garbage and refuse disposal services; milk certification; public and private water supply safety; licensing, regulation and survey services and occupational health services.
