On March 30, 1960, the Legislature broadened the charge that it placed on this committee, extending its responsibilities to physical handicaps as well as mental retardation. The Committee was responsible for studying and writing legislation helpful to mental retardation as well as all aspects and phases of physical handicaps. This includes such public problems as those relating to cerebral palsy, epilepsy, emotional disturbance, and brain damage. The name of the committee changed from the Joint Legislative Committee on Mental Retardation to the Joint Legislative Committee on Mental Retardation and Physical Handicap. Senator Earl W. Brydges continues to be chairman. Senator Harry Kraf chaired the hearing held in Bronx, N.Y., September 9, 1965. Senator William T. Conklin succeeded Senator Earl W. Brydges as chairman in May 1963.
