Philip Edward Gallagher (b. Mar. 13, 1897-d. July 18, 1976) was born at Fort Myer, Virginia. He received his commission in the infantry from West Point in 1918, and later served as Commandant of Cadets at the Academy in 1942 and 1943. He achieved the rank of brigadier general in February 1943, and commanded the 14th U.S. Division in 1946. He later sered as commanding general of Fort Gordon in 1956 and 1957, and retired from Army service in February 1957.

Graduated from the United States Military Academy, 1915. With the rank of Brigadier General, served as Commanding General, 1st Army, Chinese Combat Command and as a senior U.S. adviser to the 1st Chinese Army. Served as Deputy Commander of the China Theater in Shanghai, 1945. Served as Deputy Director, EUCOM U.S. Constabulary, 1947-1948. Served as EUCOM Director of Military Posts, 1948-1951. Served as Assistant Division Commander of the 6th Armored Division, 1951-1953. Served as Commander, Fort Holabird, Md., 1953. With the rank of Major General served as Commanding General of HQ, USAREUR Communications Zone, 1954-1956. Retired with the rank of Major General.

Major General (MG) Philip E. Gallagher graduated from the United States Military Academy (USMA) at West Point in 1915. During his career, he served as commanding general, 1st Army, Chinese Combat Command, and was a senior U.S. adviser to the 1st Chinese Army. He also served as deputy commander of the China Theater in Shanghai in 1945 and as Deputy Director, European Command (EUCOM) Constabulary from1947 to 1948. Gallagher then served as EUCOM Director of Military Posts from 1948 to 1951 and as Assistant Division Commander of the 6th Armored Division from 1951 to 1953. He was assigned to be the Commander of Fort Holabird, Maryland in 1953). After attaining the rank of Major General, Gallagher became the Commanding General of Headquarters (HQ), United States Army, Europe (USAREUR) Communications Zone from1954 to 1956.
