Biographical notes:

Born about 1650, son of Antoine Phelypeaux and Marie de Villebois, nephew of Raymond Phelypeaux, Secretary of State in 1621. Beginning as a lieutenant in an infantry regiment in 1672, he rose to brigadier general, marshall, and aide to King Louis XIV. As ambassador to Turin in 1700 he took part in important negotiations in the matter of the Spanish succession. When war broke out between Louis XIV and Victor - Amedee II, Phelypeaux was imprisoned from October 3, 1703 to may 13, 1704. He published his memories of his captivity as soon as he was released. In 1709 he was appointed governor-general of the America Islands, minister of foreign affairs and commander of the order of St. Louis. He died at Martinique Oct. 21, 1713. His papers are in the Archives of Foreign Affairs, Paris. (from French Encyclopedia) (blue index cards)
