Biographical notes:

Henry Tocitus Burgin (1882-1958) was born in North Middletown, New York. After graduating from West Point in 1905, he commissioned with the Artillery. From 1913 to 1915, he served in the Philippine Islands. In 1918 he was ordnance officer with the 41st Division of the American Expeditionary Forces. He graduated from Command and General Staff School in 1922 and the Army War College the following year. He was promoted to the rank of brigadier general in October 1938 and major general in October 1940. During World War II, he served as coastal defense and antiaircraft commander for the Hawaiian Department and then as chief of Hawaiian Artillery. He also was commanding general of Central Pacific Area Base Command and then commanding general of Hawaiian Artillery Command. He retired in August 1946. His awards included the Distinguished Service Medal, Legion of Merit, and Purple Heart.
