David Matthew Noyes was born on April 19, 1898 in Berezna Gingover Gibernia, Russia. In 1913 he emigrated to the United States, and his family settled in Chicago, Illinois. In the 1920s he served as an advertising executive at the Chicago Herald Examiner and the Topeka Household. In the late-1920s he was a publisher and president at Dickson, Weiland and Noyes Newspapers, and Lake County Newspapers, Inc. Around 1930 to 1940, Noyes served as executive vice president of Lord and Thomas advertising agency, Chicago, Illinois. Noyes went to Washington, D.C., during World War II to help the Roosevelt administration organize the War Production Board. From about 1942 to 1944, he served as consultant to the chairman of the War Production Board, and from about 1945 to 1947 he worked with the Citizens Food Committee. On July 26, 1948, Noyes was appointed Consultant to the President without compensation. He served in this capacity until 1953, when he was made the Assistant to former President Truman, 1953-1972. Noyes advised Truman on many historic decisions, including approval to develop the atomic bomb, the implementation of the Marshall Plan, the establishment of the Central Intelligence Agency, and the firing of General Douglas MacArthur. David Noyes died in Los Angeles, California on August 7, 1981.
