A native of Cambridge, Mass., Allen attended Harvard, interrupting his education to serve in World War I. He worked for two Boston department stores before coming to Indianapolis as the personnel director for L.S. Ayres & Co. in 1925. Allen was a community leader interested in civil rights and mental health. He was involved in a number of professional and community service organizations, and was on the board of Maplehurst Farms and Flanner House.
