Biographical notes:
Francis H. Parker was a United States (U.S.) Army officer who graduated from the United States Military Academy (USMA) at West Point in 1861. His service was almost wholly with the Ordnance Corp. He attained the rank of lieutenant colonel but died while still in service in 1897.

Born 1838. Graduated from U.S. Military Academy in 1861; saw action in Civil War at Bull Run and with Army of the Potomac in Peninsula Campaign and appointed ordnance officer at Watervliet and Cincinnati arsenals (1865). Continued as ordnance officer at various arsenals including Watertown (1865), Charlestown (1865-68), Rock Island (1868-69), Dearbornville (1869-71) and was stationed at Fort Monroe (1873-79). Participated in site selection and constructuion of Picatinny Arsenal (1880-82), and Alleghany Arsenal (1893-97). Died 1897.
