The Board of Control was established in 1913 to coordinate the management of state institutions, construction of state buildings, and other duties assigned by the Legislative Assembly. The Board consisted of the Governor, the Secretary of State, the State Treasurer and an executive secretary. The Board was the governing body for institutions including the Oregon State Penitentairy; the Oregon State Correctional Institution; the Oregon State Hospital; Eastern Oregon State Hospital; Hillcrest School; McLaren School; Fairview Training Center; tuberculosis hospitals in Salem, The Dalles, and Portland; the Columbia Park Hospital and Training Center; the Oregon State School for the Blind; and the Oregon State School for the Deaf. The Board was responsible for overseeing the maintenance and construction of the State Capitol, the Capitol Mall, the Portland State Office Building, the Public Service Building, Salem, and several other State buildings. The Board was also responsible for purchasing supplies for all state institutions, boards, and commissions; receiving bequests; financial records for veterans' cemeteries; inventories of all state property; and the collection and disbursement of the State's restoration fund. In the 1960's the Board created the Corrections Division; the Mental Health Division; the Special Educational Services Division; and the Research and Program Evaluation Division. The Board of Control was abolished in
1969. Its responsibilities were divided between the Department of General Services, The Department of Human Resources, the Secretary of State, the Governor, State Treasurer, and the State Highway Commission.
