Biographical notes:

Kankakee, Illinois lawyer who, as a Democrat, served as state's attorney, member of the Illinois legislature, lieutenant governor and governor. Especially interested in treatment of the mentally ill, he was responsible for many changes in the state laws concerning that illness. After Governor Kerner was appointed U.S. Appellate Judge in May 1968, Shapiro took over as governor. Although he worked well with the Republican legislators, he was little known outside northern Illinois and lost the election in November of that same year.
