Hichborn was born in Eureka, CA, 1868; legislative reporter, San Francisco Examiner, 1897; covered Sacramento for Examiner until 1951; wrote The story of the California Legislature of 1909 as well as subsequent editions in 1911, 1913, 1915, 1921; published The system (1915); advocate for public ownership of public utilities; trustee, John Randolph Haynes and Dora Haynes Foundation; married Mabel Houlton and had three daughters; died Dec. 29, 1963.
