Philip David Swing was born in San Bernadino, CA, Nov. 30, 1884; graduated, Stanford, 1905; admitted to CA bar, 1907, and practiced law in San Bernadino; deputy D.A. and D.A., Imperial County, 1908-15; judge of the Superior Court of Imperial County, 1919-21; delegate to Republican state conventions, Sacramento, CA, 1920-32; elected as Republican to 67th US Congress and to the five succeeding Congresses (1921-33); appointed member, California State Water Resources Board, 1945-58; died in San Diego, Aug. 8, 1963.
