Elected in 1961 as first Republican to serve in the S.C. legislature since Reconstruction; C.E. Boineau, Jr., was born in Columbia, S.C., and attended Camden High School and The Citadel; served in the U.S. Navy during World War II; member of S.C. General Assembly, serving in the S.C. House, 1961-62; defeated, 1962 and 1964; delegate to Republican National Convention from South Carolina, 1964.
