Biographical notes:
Prior to creation of State Board of Pardons in 1897, all parole actions were handled by Commissioners of the Penitentiary, while applications for executive clemency went directly to Governor's Office. New Board assumed administration of state's parole acts, first of which was passed in 1905. Board usually met monthly to investigate and decide on parole applications from inmates of Joliet and Chester penitentiaries. Board's responsibilities encompassed setting of conditions under which parole could be granted, granting of parole and determining of parole violations.
To assist Governor in handling applications for clemency Board further was empowered to regulate manner of applying for clemency, to conduct hearings on all applications and to make reports and recommendations to Governor on each case. In this area Board functioned solely in advisory and review capacity; its authority placing no limitations on constitutional power of Governor to act in clemency cases.
