Biographical notes:
Frederick Baker served as city attorney for the city of Avalon, Santa Catalina Island, Los Angeles Co., CA; the successful incorporation election for the city was held June 19, 1913; the first meeting of the city's Board of Trustees (later the City Council) was held June 26, 1913; it was incorporated as a municipality of the 6th class by the Los Angeles Co. Board of Supervisors, June 23, 1923.
