Biographical notes:

Campaign manager for the James Nowlan 1971 campaign for Lt. Governor of Illinois, who was born in Kewanee, Ill. in 1943, graduated from Knox College, received a Ph. D in International Relations from the University of Denver in 1970, served in Vietnam, 1970-1971, where he won a Bronze Star and returned to lead the campaign of his friend, James Nowlan. The new Illinois constitution required the Lt. Governor and the Governor to be from the same party, so St. John worked closely with the campaign manager of Governor Ogilvie. The youth vote was very important across the country that year and like other campaigns, St. Johns worked on ways to gain it for his nominee. Ogilvie and Nowlan lost the election.
