David H. Stowe was born on September 10, 1910 in New Canaan, Connecticut. He received a Bachelor of Arts in 1931 and a Master of Education in 1934 from Duke University. From 1931 to 1937, he taught history and economics in various junior colleges in North Carolina, and from 1937 to 1941 he was Assistant State Director, North Carolina State Employment Service. From 1941 to 1947 he served as an official at the U.S. Bureau of the Budget, and from 1943 to 1947 he served as Chief Examiner at the U.S. Bureau of the Budget. Stowe then served President Harry S. Truman as Deputy to the Assistant to the President from 1947 to 1949, and Administrative Assistant to the President from 1949 to 1953. In 1952, he was also a member of President Truman's staff aboard his campaign train. From 1953 to 1970, Stowe was a labor arbitrator and member of four different presidential emergency boards, appointed under the Railway Labor Act. He also served as Organizational Disputes Arbitrator for the Industrial Union Department of the AFL-CIO, from 1955 to 1970. From 1961 to 1967, he was a public member of the President's Missile Sites Labor Commission, from 1962 to 1978 he was a member of the Atomic Energy Labor-Management Relations Panel, and from 1970 to 1980 he was a member of the National Mediation Board. Stowe died in Baltimore, Maryland on November 10, 1997.
