Charleston and St. Bartholomew Parish, South Carolina attorney, plantation owner, South Carolina state Representative, and U.S. Representative. Lowndes held a seat in the U.S. Congress from 1810 to 1822. Because he preferred to serve in the House he declined offers to be Secretary of War and diplomatic appointments to Russia and Constantinople.
