The Office of the Governor had administrative and executive authority over The Panama Canal. The Governor was appointed by the President of the United States.

The following served as Governors: George Washington Goethals, April 1, 1914-January 17, 1917; Chester Harding, January 11, 1917-March 27, 1921; Jay J. Morrow, March 28, 1921-October 15, 1924; Meriwether L. Walker, October 15, 1924-October 15, 1928; Harry Burgess, October 16, 1928-October 20, 1932; Julian L. Schley, October 21, 1932-August 26, 1936; Clarence S. Ridley, August 27, 1936-July 10, 1940, Glen E. Edgerton, July 11, 1940-May 15, 1944; Joseph C. Mehaffey, May 16, 1944-May 14, 1948; and Francis K. Newcomer, May 20, 1948-July 1, 1951.
