Eshoo was elected to the San Mateo County Board of Supervisors in 1982 and served until 1992. She was president of the board in 1986. Eshoo ran for Congress in California's 12th congressional district in 1988, losing the general election to Republican Tom Campbell. When Campbell gave up his congressional seat, which had been renumbered the 14th district, to make an unsuccessful bid for the United States Senate, Eshoo won the Democratic primary to succeed him. In the general election, Eshoo easily bested Republican Tom Huening.
