Beers, Rand, 1942-

Rand Beers was a Senior Advisor to President Barack Obama. Previously he served as Deputy Assistant to the President and Deputy Homeland Security Advisor on the National Security Council staff of the White House from 2014 to 2015. As a Senior Advisor at the Department of Homeland Security (DHS), Beers was Acting Secretary of Homeland Security from September to December 2013 and Acting Deputy Secretary of Homeland Security from May to September 2013. From 2009 to 2013, he was Under Secretary for National Protection Programs at DHS. Beers founded the National Security Network in 2006 and served as its President until 2008. Beers previously served on the National Security Council Staff under four Presidents including as Director for Counter-terrorism and Counter-narcotics under Presidents Reagan and George H.W. Bush (1988-1992), Director for Peacekeeping and later Special Assistant to the President and Senior Director for Intelligence Programs under President Bill Clinton (1993-1998), and Special Assistant to the President and Senior Director for Combating Terrorism under President George W. Bush (2002-2003). Beers served as a Foreign Service officer from 1971 until joining the civil service in 1983. He began his career as a Marine Corps officer in 1964. Beers received a B.A. from Dartmouth College and an M.A. from the University of Michigan.
